Deputy Director, State of CA (CTA) Gregory A. Franklin is Deputy Director of Health Information Technology at the California Technology Agency. The Technology Agency is the lead agency responsible for the modernization of the State of California’s technology infrastructure, dedicated to improving the quality of services and the efficiency of government operations to benefit the people of California. Mr. Franklin is responsible for the oversight and policy development of California’s information technology (IT) solutions in the area of health. His recent focus has been on the oversight of the development of health information technology solutions associated with California’s implementation of the Patient Protection and Affordable Care Act.Prior to coming to the Technology Agency, Mr. Franklin was Deputy Director of Health Care Operations for the Department of Health Care Services where he oversaw a significant portion of the state’s $40.6 billion Medi-Cal program and served as project director for acquisition of California’s $10 billion federal waiver, “A Bridge to Health Reform”. Mr. Franklin has also held the position of Assistant Executive Officer at CalPERS where he directed the purchase of health care services for nearly 1.3 million members at an annual cost of more than $5.9 billion. Prior to CalPERS, Mr. Franklin was Deputy Director of Health Information and Strategic Planning for the California Department of Health Services, where he was the executive responsible for the technological modernization and operations for the Office of Vital Records and Center for Health Statistics.Mr. Franklin holds a Bachelor of Science degree in Business Administration from California State University, Sacramento, and a Master’s degree in Health Administration from Golden Gate University, San Francisco.
